I know, I want to just call him "crank-whore" too, but his actual name is Phantom Dictator of Krankor, which makes me wonder if there is another Dictator of Krankor that this guy ghost-writes for.
He is an offensive fighter, which is not to say he is powerful or skilled; he is just real annoying to be around. Phantom has a wide array... OK... two laser attacks, neither of which has any effect what so ever. His limit-break-overchange-cancel however, "Caustic Vapor Discharge" can be a OHKO depending on the opponent's resistance to lycra-based damage.
